In olden times, especially in high end restaurants, the owner would act insulted if you offered, he was serving you because it was his pleasure to do so, and you were supposed to be flattered at the attention. Same thing if the chef visited your table, he was asking for your input on the quality of the meal, or their to recieve, in person, the compliments you had sent to him thru your server.Again, you were supposed to be flattered by his attention. It was a "we appreciate you as a customer, thank you for your business" kind of thing. And no, you did not tip either one.
Now, everyone wants a tip, offer the tip. Bet he takes it.

Typically this happens when a restaurant is short handed at the time. I used To be a server, and our general managers would try to help us out when we were busy. In your situation, I would still tip whoever is serving you. It shows that you are thankful for the service that you received.

I probably still would tip ... there is a reason why they are serving you ... perhaps understaffed? Maybe they give the tips they receive to other servers after the shift is over. Or maybe they did such a good job that your tip will give them an ego boost and a feel good moment as they think back to what it was like when they were a server and they can say to themselves, "Hey, I've still got it!" :)

Yes. If the owner is serving it must be a small business and they could probably use it.

No, you don't tip the owner. He is making money off the food and business, unlike waitresses who are living off the tips.

Yes! Servers usually share their tips with the busboys. If you don't leave a tip, the busboy doesn't get anything!
