Well...it coud be a number of things, and I can't tell you without a physical and history. You'd best see your primary care provider about them.
They could be bug bites, some kind of contact dermatitis from your clothing or detergent, excema, some kind of allergic reaction, a heat rash from sweating, or some other thing that I can't think of right now.
Have you tried changing your detergent or soap? Have you tried putting a hydrocortisone cream on them? Hydrocortisone cream always helps when I have an itchy bug bite, but my friend swears by Benedryl cream.

This sounds like skin irritation. Do you wear a wristwatch? Putting a powder in the areas affected could help to absorb sweat and prevent the spots from forming. If this doesn't help, then I'd suggest to go to a dermatologist.

You could have clogged sweat glands (otherwise known as "heat rash"). This happens when your sweat cannot leave the body because the glands are covered and the sweat cannot escape. It clogs the glands, making them swell and itch like no body's business. keep them cool and dry, and they should go away in a few days or so. NO lotions, creams, or tight fitting clothing/watches/etc. It'll make it worse.

heat rash or insect bites .. im a guy ,and i have like small red pimples on my arms they itch i only have like two or three on my both arms so i think its allergies , heat rash or insect bites. but they're going away with my secret medicine believe or not its regular toothpaste it took away my acne the pimple like rash just put small amounts of the tooth paste and rub it on area wait 15 sec. wash off with soap and water and bam!

What fabric are you wearing, new detergent in the house. Sounds like the cuff at your sleeve and the fabric on your chest is causing a rash from soap, sweat, fabric or detergent

It does sound like thrush early stages perhaps, indicators burning, magnificent itching, stingy while urinating. Canestan hc cream is the treatment. tell him to maintain properly removed from extraordinarily scented soaps!

Well it could be heat rash... or some posion like sumack ivey...so on...try going to the store and checkin for meds
