Yes you do. Unless you have become a French Citizen or have been issued with a Titre de séjour, then you will require a carte de séjour. If you have been in France for 14 years, then you should apply for French Citizenship. They will give it to you as you have lived and worked there for so long.

If you are a British Citizen, then you are exempt from the above. Before, All EU citizen had to have a carte de séjour, but now this no longer applies. Any EU citizen (except for the new member states) are free to live and work in France.

Even if you are British, If you have lived as worked in France for 14 years under your EU rights, then you can still apply for french citizenship if you wish.
