CIA- Central Intelligence Agency. Conducts intelligence ops OUTSIDE the USA. Not supposed/allowed to do so INSIDE THE USA. Does not enforce laws

FBI - Federal Bureau of Investigation. Law enforcement agency at the federal level. Conducts "business" inside the USA and not necessarily internationally. They investigate federal crimes-- that's their business. Terrorist is included in that, as are any cross-state-line types of crimes or violations of other federal laws (e.g. racketeering, money laundering, etc.)
