Who said "A Photograph is a moment captured, a Painting is a moment imagined"?

I read this in a magizine, and was quoted by a photographer, but who was that... hmm and where do i begin looking?!

Patrick Walshe did NOT say the above quote -- he quoted it as something HE had heard himself. However, he does not attribute the quote to any in specific & I was unable to find any other reference to it than that -- sorry!
