In response to those who will undoubtedly suggest some specific exercises, it should be noted that exercising the tummy muscles will make the muscles stronger (and is therefore worthwhile), but will not burn fat -- only aerobic exercising (like jogging) can do that -- and only when combined with a proper diet.

I wouldn't say it's the best way. Running is by far my preference as I have no coordination for aerobics. It just depends on your likes and dislikes. The important part is doing what you enjoy. Aerobics, Running, Swimming and such are all good ways. Find the one you like the best.
Make sure when exercising that you are winded yet able to hold a conversation. This tells you that you are in an aerobic state. If you can't talk because you are breathing to hard, you are in an anaerobic state and could possible condition yourself to store fat.

Running or jogging is excellent. Getting your hart rate up for an extended period of time will burn body fat. Any exercises that uses
your legs and other large muscles groups such as "running and jogging" that you can keep up for at least 20 minutes will help you burn body fat.
It's impossible to dictate where the fat comes from, but sit ups and other mid section based exercises can help tone your stomach.
If you want lean muscle you need longer reps at lower resistance.

My personal trainer just gave every one in his gym a survey. A large number of women all followed a program of about 25 to 100 sit ups a day. None of them, NONE lost belly fat. They did get great abdominal muscles, but invisible under the fat. THE best way to lose fat is to lower your calorie intake and work out. And then you choose which sports is best for you, to have better skin in muscles you work out, to loose fat you train, running, swimming, aerobics, cycling, ... as long as you can talk during the training you are burning fat. Otherwise you are doing cardio which strengthens the heart muscle.

Unfortunately crunches are the best way to lose belly fat. You will also want to incorporate some light weights into your workout. You will see the weight come off faster. Crunches on a ball are much easier on your back. Good luck!
