From your question, I guess you are new to it. Burning software is easy. You can use Nero. Most people like it. But if you want to author video DVD, you will need to know a lot more. For video editing, Pinnacle Studio is the most popular one. For authoring DVD, you can try Roxio or DVD Factory. Nero also have some useful tool so if you buy that you may be able to save some money.

For burning copies of home-made DVDs (photo slideshows, family/friends home video dvd, data dvds for backups, etc..) Nero is definetly the best. It has a great user interface and is extreamly easy to use. You can download the 30 day trial demo for free at http://www.nero.com. If you want to actually try making some basic home made DVD's I'd recommend getting Nero Ultra Edition, it comes with a program called Nero Vision that will VERY easily allow you to create basic video DVD's from any video file you have on your computer complete with menu's and background music if you choose. It will not actually allow you to edit the actual video files though so you'll need actual video editing software for that. Also it's important to keep in mind that when you burn a video dvd to a DVD-R it may not play well in older dvd players (video scrambling, choppy framerate, etc..) I believe this has something to do with the older dvd players not being able to read the DVD-R discs efficiently. This is not an issue in new dvd players and dvdrom drives. If your trying to make backups or copies of Hollywood movies this software will not help you. These discs are protected with copy protection features to prevent illegal copying of copywrited material. That dosn't mean it isn't possible to make backups of films you've purchased but you can research this on your own if you choose to do so.
If your interested in trying more professional dvd authoring software I'd recommend downloading the trial version of Adobe Encore, many professionals use this program and it is capable of producing very very nice results. For actual video editing (cutting apart video and moving things around) try Adobe Premiere at adobe.com. Encore and Premiere are professional industry standard tools that are used commercialy all the time and it will take a little time to learn to use them. Premiere is more for serious video editing and is a bit difficult to learn, Encore however is VERY easy to learn to use even if you just use the trial and error method. You can find tons of really good step by step tutorials for free all over the net and from adobe.com to. Adobe's Classroom in a Book series is also great if you want to learn any of Adobe's software at your own pace. If your looking for more amatuer software choices try searching around tucows.com or download.com and try some of the highest rated programs. Hope this helps, good luck to you.
