If a girl keeps telling me she is cold, even though she's got her fleece and coat on and it isn't even that cold, do you think she means anything by it?
The main reason I ask this is because my best friend kept telling me that, and I wouldn't have expected her to want me to keep her warm or anything, we are just friends. So what would it mean?

Maybe it just means she's cold. Just because your not cold doesn't mean others cant be.

She may either like you or maybe she's testing to see if you have any chivary. She's looking to see if you're gentleman enough to at least offer her your sweater/jacket. She wants to see where your manners are so she can determine if you're worthy of her.
