Depends on how much you like cleaning up spilled milk. For convenience I would say when they turn 4 they have enough coordination not to knock over the cup. Also, when you say bottle, I am assuming that you don't mean a baby bottle with a nipple but a cup with a lid. If it's a bottle with a nipple 18 months to two years but keep in mind that lots of kids use the bottle as a comfort device like a fav stuffed animal or blanket.

I had the first 2 children off the day bottle and onto a sookie cup before 10 months but left them on a night bottle till it didn't satisfy them anymore and put them on a solid supper. That was about 14 months. But my 3rd was a different kettle of fish and he was able to drink from a proper cup at 8 months(with help obviously!) and his night bottle went out before 10 months. So every child is different! It is recommended by "those that know best" that they are off a bottle by a year. If they are on cows milk and they're teeth are kept clean then I don't think it is the plaque that is the main worry but more about the effect on how their teeth are coming down and the possible effect of making them protude - but this is a concern with dummies too.

I think it is easier to get them off the bottle too if they aren't left to fall asleep in the cot with it. I only ever gave a bottle before putting them down so it was easier, in my opinion, to get them off as it wasn't ever a bedtime comforter.

There are no hard fast rules. My little boy (who is 9 now!) had a bottle of milk til aged 3, he never had a dummy so it was his bit of comfort, and he came off it when he was ready, it was an instant change. I don't believe in forcing children... let them go at their own pace. I used to get looks and comments from people and I just put them straight. You do what's best for you and yours.

At 12 months, the baby no longer needs the sucking reflex that a bottle gives them. They should be old enough to move to a sippy cup.

Milk as in cow's milk? Or formula? Its advisable to get rid of the habit by at least 18 months...otherwise its a terrible habit that's very, very hard to break...and never whatever you do put juice in a bottle...causes wicked cavities....and is an even harder habit to break. Decide when your ready..and go cold turkey...throw them out!!!! Do NOT go back and forth... good luck..a couple of restless nights ahead but worth it..the indepence kids feel is amazing...

What my DR always told me was the only thing I should put in a bottle is formula. Everything else should go in a sippy cup, that means water, juice and milk when they start that.

Working as a nursery nurse with health vistiors we often say 10-12mnths, they can have their milk in a tommy tippee type cup which will develop their speech and language muscles in and around their mouth. You need to start giving cows milk once they turn 12mths.
