Double check that they are getting enough proteins, simple sugars (from fruits and vegetables, not refined sugars from junk food), and some carbohydrates. The body needs fuels to burn so that it can generate heat -- vitamins alone do not provide fuel for the body, they simply help govern how the body chemistry functions to build and repair and operate itself. Don't fall for the hyper-reactionary "All sugars are bad! All proteins are bad! All carbs are bad! All calories are bad!" type of fad diets which are constantly being inflicted on the general public -- the body needs all of these things in proper balance and moderation to function properly.
It is very important to make sure you continue to meet your body's needs if you are eating a vegan diet. I have had several friends who had problems with chills after being on vegan diets for extended periods of time because they weren't getting enough fuel for their body to burn. Those of them who added a small amount of eggs or meat into their diet were able to correct this. It can also be done purely through vegetable proteins but this requires much stricter monitoring of your diet to ensure you are getting sufficient levels of everthing your body needs.

Iron. I bruise very easily and they take a few weeks to go away. I was anemic when I was a kid, but still to this day I lack iron. Taking multi vitamins daily has really helped.

I think it's the weather and their body temparature. They might've been sick like me, I was sick a couple days ago and boy was I weak! When you're sick ( like a stomach illness) your body needs all the energy to cure the sickness and fight off the pain, that's why it becomes weak. Also thinner people have thinner skin and so don't have as much body fat to keep them warm.
Oh and maybe it's also iron, though I'm not sure, I was in the middle of writing this when they said it.
.....although I heard that too much iron is poisonous and dangerous but oh well I need more iron in my blood. I'm pale.

Sounds like anemia. Iron could possibly help, but most people should not take iron supplements unless they have had blood tests and consulted a doctor. Iron can become concentrated in tissues and cause problems if you retain too much.

Iron....or if you don't eat much, that could be a factor that your body does not have enough energy to keep you warm. I do not appreciate the negative answer because I just stated a fact. I'm in the medical field.

If the person is constantly cold, it's usually a sign of anemia due to lack of iron. He needs more protein in his diet.

Iron because that is what is most needed for red blood cells. And you need blood to circulate throughout your body to keep you warm since it carries oxygen.
