To help pull the batteries out. You always keep it under the batteries with a little flap sticking out.

That is suppose to sit under the batteries after you put them in. So when you want to remove the batteries, you can just pull on the ribbon.

You put the batteries in on top of it (with the end sticking out)... and that way it is easier to pull the batteries out.. Just pull on the ribbon...

When you install the batteries, the cloth should be on the bottom---used for easy removal of the batteries.
