I am due to travel to Ireland soon and in Stena Lines and Irish Ferries brochure, it says "dogs travel free and troublesome on any ferry Rosslare to Fishgard or Rosslare to Pembroke, without any quarantine restrictions"

Also it only costs £15 per foot passenger AND CABINS cost £17 if you want a bit of extra.

I think you have to get him microchipped at the vet's and apply for a passport.
Once you have that, you can travel freely in EU countries without quarantine, but I think it takes some time for that to come through.
From there, it's a matter of informing whoever you're travelling with. Some airlines won't transport live animals, and any that will demand certain requirements be met - depends on the company.

First thing is to talk to your vet (in Limerick), and go from there.

You would normally need a passport under the PETS scheme which, as RM says requires microchipping. However, because of the arrangements between UK and the Republic, you may not even need that.
