yea you can clip it off, but only go as far up on the nail without cutting into the quick. which is the pink part in the center of the nail. If your dogs nails are black then you won't see it, but only take off a little bit at a time. Look for a small circle that gets pinker the higher you get on the nail. Only go until you see this. The quick is right there.

It's hard to give advice without seeing what you are talking about. Is it bleeding? Is it causing the dog discomfort? If it is bleeding or causing the dog any discomfort I would probably take it to the vet.

If it is just split then I would try to trim off (with nail clippers) and / or file the part that is split so that it doesn't get caught on anything which may make it worse.

Trim the split part off as high up as you can do safely.
It will grow out normally but it will take time.
As long as the dog is not in pain or the toe is not swelling up things are fine if you see any limping or swelling of the toe get to the vet as they can become infected.

clip off as much as you can and then superglue the rest of it together. it will continue to grow out and then trim off the split when it gets long enough. i do it to my nails all the time. it works great.
