The recipe does call for baking soda, too. It's not a substitute for cream of tartar.

Cream of Tarter makes things light and fluffy I have been a baker for many years and haven't heard of a substitute

Use baking powder, not a true substitute for cream of tarter but it will give about the same effect.

I have never substituted sorry. Only used Cream of Tarter.
