Photoshop will not let you re-focus a picture after the fact. No software will. The best you can do is sharpen the edges. That will create the illusion that picture is a bit more in focus.
If you overdo it with the sharpening, the picture quality will start to deteriorate again - you'll have to experiment a bit.

P.S. please ignore the first answer. Picasa is a fine product, and you can download it for free from the makers (Google). That link however, leads to an advert site.

Depends really how blurry the image is. If you want to make the image a tad sharper you could always use the unsharp mask filter from the filters menu. However, I have found there is a bettery technique to use. Begin by creating a duplicate layer of the image you are working in. Select the bottom layer and go to filters > highpass(highpass is under another subcategory). From highpass scroll the slider until the edges of the photo become a bit visible. After you have done this, from the layers tab select the first layer and where you see the tab that says Normal select overlay. In my experience, especially if you are trying enlarge an image, this works better than say unsharp mask.

You can't make it less blurry with PS6. I work with that program daily. What you start out with, in terms of clarity, is what you are stuck with.
