Um... it would be easier if I knew what the situation was but here's an idea...
Hire someone who's sworn to secrecy to have a conversation with that "individual" while having his cell phone open, which is dialed to you... so that you can hear the whole conversation through the phone. And also follow them around while listening to the conversation through the phone.

That's freaky, but the best way to spy on someone is to get close to them. Now there are so many ways to find out information, it just depends on what their relationship is to you.
If it is someone not close to you, you have limited recourses. Like a car and some binoculars. Black car black clothing. Whatever. But if they are close to you, you can use recourses like the internet and cell phones. Passwords is what you need for this..

Get some camouflage and face paint. Grab some tree limbs and leaves. Disguise yourself like a commando and hide out. Peep in windows and follow her while she's driving. Get a job where she works too. Good Luck!

you mean to stalk someone?? oh my.. that's not too hard.. for example, when you see someone & you want to get close/stalk that person, pretend to walk the same way.. it's easier to stalk someone when there are lots of people around.. =) good luck!!
