i bought a car from som 1 and lost the old title b4 i got it switched over 2 my name its in wa state

No. The previous owner will have to apply for a duplicate title and then sign it over to you. You cannot get a duplicate title because it is not in your name yet.

No.You have to file for a lost title at the Dept. of Motor Vehicles.I had the same type of problem when I bought a truck 2 years ago.

You need the title. If the title is lost, it must get replaced first.
