Sometimes that can be from a fungus. have u tried a pumice stone to scrape the dead skin off? How about a pedicure? That helps. Also maybe you have hard water coming out of your shower. You can also catch that from a shower that someone used whom had a foot fungus. Call the doc to see if there is something you can use.

I'm a rep with a Swiss (health & wellness) skincare company... I had the most horrible looking feet (cracked heels and so dry that I didn't dare try to put on knee high stockings because they'd catch on the dried skin). I attended a training hosted by doctors and dermatologists and learned that it is wise to stay away from products that contain mineral oil or petrolatum (read your labels). After years of searching, the best products I've found have come from this company. I actually have before and after photos of the feet if you would like to see the improvement. I'm now proud to wear sandals anywhere I go!

Smooth the skin with a file and then put some heel creme on your feet. You might have to do it a couple of times a week. My feet get so dry and cracked, but after using the file and the cremes, they feel much better (for a while anyway). Also, there is a form of athletes feet that gets on your heels. They have medication for that too. I do believe that wearing flip flops makes the heels get dry and cracked too.

One thing that really helped with my dry, cracked heels was changing my diet. Sugar helps create dry, cracked skin. When i stopped eating sugar, my heels got soft and smooth again.
Consider the area of diet instead of looking for topical creams or medications. The problem is happening from the inside.

my feet were the same way, but... I got this cream from Sephora, its by philosophy, and the name of it is called Sole Owner, it has worked wonders, put it on every night before bed, and in a week you see a major diff. And it feels so nice going on too, it has a cooling effect! It really works! My feet are pretty now!

Soak your feet in some bath salts, then use a footfile to smooth the roughness, and finally use lotion as it will absorb better right after these steps are done.

See a Podiatrist. He/she will take care of your prob. I've heard that they shave dead skin off (painlessly). I'm sure there's all kinds of methods they have. Whirlpools, etc. Then you will have to put cream on your feet everyday. I think it would be worth is though.
