You have to be appointed into the position before your 37th birthday so that you can preform 20 continuous years of service as a Special Agent (Job series 1811) before the mandatory retirement age (57). The exception is if you have served in a federal position covered under the federal law enforcement retirement provisions.

From the OPM guidelines:
The maximum entrance age for Special Agents is mandated by Public Law 93-350, enacted July 12, 1974. Per this law, the Attorney General — with the concurrence of the Office of Personnel Management — set the date immediately preceding one's thirty-seventh birthday as the last date for original entry on duty as a law enforcement officer in the Department of Justice.

You can't get a federal law enforcement position after you reach 35, unless you have millitary experience that puts your age "on hold" during that period and extends your age of eligibility.

It has to do with the 20 and out pension and mandatory retirement age for federal law enforcement agents.

36 is the age limit and I believe you have to have lived in the U.S. for 5 consecutive years before being able to apply. You also need to have a baccalaureate degree.

Suggest you go to fbi.gov (I think that's the site).

For special agents you have to be between 23 to 37. Not sure if there are restrictions for other positions -- e.g. forensics. (doubt it though)
