There is a verse in the Quran [18:86] that reads: "and when Alexander the Great reached the end of the earth he found people and we (GOD) told HIM that he could either torture them or treat them nicely".

It is know that god talk to prophets ONLY. Does this mean that Alexander the Great was a prophet?

You see it doesn't say Alex the Great it says Dhul Qarnayn. There are many theories that Alex the Great, Cyrus of Persia or even Darius might be one of God's prophets. As a Muslim I believe that Darius I might be one of God's Holy Prophets because:

My money is on Darius I. There are a few reasons I say this. If you look at the Bible, Darius was one of the leaders of Persia while the Israelites were in exile in Babylon. Darius is prophecied in Isaiah 42-43 as a friend of the Israelites. Darius met the prophet Daniel, and is recorded in the Bible in Daniel as having been a monotheist and friend of the Israelites and their religion. He was the Persian king who eventually released the Israelites from captivity, and paid for the rebuildinbg of the Temple in Jerusalem. Finally, under Daniel's reign, the two kingdoms of Persia and Media were united. In the book of Daniel, these kingdoms are referred to as Daniel's two "horns." Those who know Arabic know that Dhul Qarnain means the "one with two horns." I think it's a good bet.

But, The Quran or the Hadiths further claim who is exactly Dhul Qarnayn. Maybe, I am wrong. It might be Alex the Great or Cyrus.

Now the name of Alexander was never mentioned at all in the Quran , the leader or prophet that was mentioned was "Zul Qarnian" the English translation for this Arabic word is "The man was two horns"
The Quran is an Arabic ,the original text is in Arabic and the name "Alexander " was n't mentioned at all from the beginning to the end and I read it several times in Arabic
some English translations for the meanings of the Quran , refers to "Zul El-Qarnian" as Alexander ,but they are mistaken

Historians and also the scholars tend to think that he is Alexander the great because Alexander was a warrior leader who invaded the world in a short period, in fact I once read an Arabic book written in the middle ages , saying that Alexander can be the man mentioned in the holy but not as affarimative assuarance , because Alexander got a famous history and his battles were all known ,and thus some modern Muslim scholars don't like to say that "Zul El-Qarnian" was Alexander

The orginial verses concerning "Zul Qarnian" are from 83 to 99
From "El-Kahf"- "The Cave" and this sura contains many stories from Prophets like Moses "PBUH"
I believe what u mentioned is a collection of several verses
here they are: "From 83 to 86
by the name of God
" and they ask thee about Zul- Qarnian",say "I will rehearse something of his " {83}
"Verily we established his power on earth and we gaves him the ways and means to all the ends" {84}
"One such way he followed" {85}
"Until he reached to the setting of the sun, he found it set in a spring of murky water,near it he found people: we said "O' Zul Qarnian either to punish them or to treat them with kindness" {86}

concerning your Question in Islam there are two different kinds of Prophets , prophets only whose role was to inform people to obey God , the other type the messanger Prophet Like Moses ,Jesus and Mohamed "PUB Them" who came with a divine message that is a holy book

A lot of times , people who claim that G D talked to them are just plain nuts.Besides the Muslim religion came to be after Christianity was already established and may have been inspired
by contacts with Jews and Christians. Nothing is generated without a previous cause or basis.

Alexander was pagan thus he never believed in monotheism, even to his dying day. Thus he was never Islamic, such as to the fact that Islam is only 1,500 years old, and the Koran states all the "great" men are Islamic, which is a lie.

The Koran is full of a many holes.

I did it not of my own accord. Such is the interpretation of (those things) over which thou wast unable to hold patience."

83. They ask thee concerning Zul-qarnain. Say, "I will rehearse to you something of his story."

84. Verily We established his power on earth, and We gave him the ways and the means to all ends.

85. One (such) way he followed,

86. Until, when he reached the setting of the sun, he found it set in a spring of murky water: Near it he found a People: We said: "O Zul-qarnain! (thou hast authority,) either to punish them, or to treat them with kindness
