Contact the County Courthouse in the South Carolina county that you live. They have someone there who handles ballots for people who are overseas or out of state. You can voite absentee, but you need to get your request in soon. When the specified time arrives, they will mail you your ballot and there will be instructions as to where and when you return your ballot. Thank you for voting. Too many people don't vote and then spend the next 2-4 years complaining about our elected officials.

You vote in your state of residency. Unless you become a legal resident of North Carolina you will have to vote in South Carolina. Becoming a legal resident of North Carolina would also greatly reduce your tutition from the out-of-state rate to the in-state rate.

You should prepare to vote absentee. But your first step is to register to vote in the place of your permanent address (in your case, that probably means your parents' home in South Carolina).
You can register to vote by visiting http://www.declareyourself.com and clicking on "Register to Vote." Once there, you can select "South Carolina" as your state, and then follow the directions to complete your form online. Then you have to print out the completed form and mail it to the address indicated on your form. If you are registering to vote in South Carolina, make sure you use your South Carolina mailing address.
Then, you can request an absentee ballot from your county in South Carolina by following these directions (provided by the South Carolina Secretary of State Web site):
"In person, by phone (except authorized representatives), by mail, or by contacting your county voter registration office in the county in which you are registered."
When you call your county voter registration office (again, call the county rep for the county in which you've registered in South Carolina), you will get the information you need to vote absentee. Usually your registration office representative will simply mail an absentee ballot to your current address.
