Where do I start? What do I need to do?

P.S. Does anybody know of a good college near Liverpool, England, that I can study performance, drama, etc.?

Start very simply: act at every moment of your life. And you'll become good at it much sooner!
As far as I know, British school of acting has very old traditions. Watch perfomances and try to imitate them first, in front of the mirror. Watch yourself carefully and try to compare your perfomance and perfomances of some famous actors. Analyze the differences. Work on voice, facial, body expression. Become critical, learn to talk about own acting, again in front of the mirror. Just try it!

If you are in school, some offer Drama classes, then see about entering a acting school, performing arts school. Shop around before entering any at first glance, check their rating, background, etc first before choosing. Look through the list of good and bad before chosing, make it open to yourself that you have many choices to pick from, see what you can afford. Pick wisely and be devoted to your interest, and stick with it. Once you complete that, join a Actors Guild. Then go from there. It'd all be worth it in the long run, it is how many actors made it to the top today.

first you need a portofolio and exposure some drama classes as well
