I think it is the difference between men who are truly bald versus those that shave their head...those guys tend to have a "five o'clock shadow" all the time.

Men genrally produce more sebum than women, it's the oily substance which is secreted by the skin and helps form a barrier aganst infection and the weather. Guys who have an abundance of male hormones tend to produce even more. Bald guys are felt to loose their hair, in part, because of high testosterone production. Have you ever noticed how a lot of bald guys are very hairy elsewhere? This may explain the shiny head thing.

Everyone human, has natural body oils that are secreted to the skin. With the scalp, we generally have hair that absorbs the oil. In as much; with men who are bald; or shave their heads; the oil secreted isn't absorb by the hair and leaves a shinny, polished look.

Its the natural oil in the skin. This is also responsible for the opening of the hair folicles that makes the hair fall out in the first place.
So bald men produce more of it.

I think they put stuff on their to look that way, or maybe it's greasy, it 's not like they have hair for it to stick to.
