My submition before INS was entered in 1992 and I am still waiting. My mom is now a US citizen can that modify my case number and expedite procedures before INS.

Yes, since you mother / your petitioner has become a US citizen, now, she can request to "upgrade" her petition she filed on your behalf in 1992.

She must do it in writing and enclose a photocopy of her Naturalization Certificate (to proove that she indeed is a US citizen now). If your case is in the NVC, her letter can be mailed there.

Depending on where you are currently (in the USA or abroad) and what is your status in the USA, it can be either requested to be sent to an appropriate US Embassy abroad or sent for processing to the USCIS in the USA.

Because it was filed in 1992, it looks like you can adjust your status in the USA even if you are illegal now (by paying an additonal fee).

Yes, it will go faster. Unfortunately, I don't know what she has to do to change the category of the petition. She can call 1 (800) 375-5283 during regular business hours.

she can sponsor you and that makes it faster. if you are under the age of 18 there is special laws for that. go read up on the uscis.gov site.

You can try, but I don't believe it'll make the process go faster.
