I wanted to install Mac on Virtual PC 2004. Is it possible?

No. Because Virtual PC is created by Microsoft for users to install a guest Microsoft's Operating System. You can install Virtual PC in Mac for the purpose of running Windows on a Mac. You can also install a Mac emulator on Windows that allows you to install Mac OS, but that emulator is not Virtual PC.
