I'm from germany, he's from the US...and that includes our relatives. so how can we make it happen? Having the family around is very important to both of us, especially the grandparents. but we couldn't possibly afford that many plane tickets!
Do you have a suggestion?

Simple, have everyone pay for their own plane tickets. I don't think that you should be expected to pay for everyones travel expenses. You're already spending enough money.

I'm going to my sister's wedding in England next year, and all of us here in Canada are paying for our own tickets. We're all staying with family, so we don't have to worry about accommodation, but if we weren't, then we would pay for that ourselves as well.

Two ceremonies is an idea, but still can be an awful expense! Does your family live in a city? I know here in the US, you can make arrangements for video conferencing. Also many people now have some sort of video setup on their computers. Maybe your family can "video visit" for the ceremony? I don't know what the costs for such would be, but it might be worth investigating.

Maybe have two ceremonies. One here in the states and one in Germany.
