Yes, it's possible to accidentally click something else, but the designers figured that it would be better to group the window size buttons together. It is more helpful for people who are learning to use Windows. If you don't like clicking on the buttons, then use hot keys instead. Click the Start button and select Help & Support. In the Search box, type: 'keyboard shortcuts'
As for scroll bars, the arrows are placed where they are for the same reason as already stated.
It is logical to have the up arrow at the top of the scroll bar, and have the down arrow at the bottom of the scroll bar. Buy a wheel mouse if you want to easily scroll the screen or a dialog box control up and down.

This is simply a programming issue. If you feel you have a better solution or design for future versions of the Windows operating system, I would recommend emailing the Microsoft design team. Personally, I've never accidentally hit the wrong button. You might try slowing down your mouse tracker's speed on the screen giving you better control over its location. This can be done under the hardware options. Good luck!!

Matter of opinion I suppose. I've very rarely had a problem with clicking the wrong button. Where else would you put it?
As for scroll bars, it seems logical to me to have the buttons located at the top and bottom of the bar. That way you press the button in the direction you want the bar (and the page) to move. Makes sense.

To minimize the amount of space they take up in the title bar.
I have never had a problem with accidentally clicking the wrong one, just keep an eye on what you are doing.

You can also maximize a window by double clicking the title bar...that's what I do most of the time (I too have accidentally closed windows).

Being a tech, you wouldnt believe the amout of people that still couldnt find the maximize and minimize buttons. I think they put that button there for people like this!
