Okay, I had to check to make sure I remembered my biology correctly and I'm not finding much.
The only liquid you can drink that will not require your body to use up energy to regulate the temperate are drinks that are very close to a normal body temperature (98.6).
Drinking a hot drink requires your body to use some energy to cool the beverage down. A cold beverage uses more as the body needs to heat it up once it enters your system.
Active.com probably explains it best...
Fluid temperature is also a concern to many while exercising.
A liter of water heated to 130 degrees Fahrenheit (about as warm as you can drink) would provide approximately 18 kilocalories of heat to an individual, while a liter of water at near freezing would absorb about 35 kcal of energy to heat it up to your normal body temperature.
From this you can see that drinking warm water will add very little energy to your body, while drinking cold water can rob your body of calories. But there is the thirst-quenching aspect of cold water that makes it appealing during exercise.
With the adequate heat production that occurs during exercise, the intake of cold water will do you no harm. But if you are feeling chilled, it would be best to avoid a further caloric drain — if the choice is between cold water and no water, drink the cold water.

You are supposed to drink cold drinks in the winter because your insides are cooled and your body will work harder to warm your entire body up. Instead of if you are just exposed to cold on the outside. You are supposed to drink hot drinks on hot days for similiar reasons. The hot liquieds will force your body to sweat wich is its attempt to cool the body off.

Yeah, it's true because Jamaicans drink warm water to release the heat from their bodies to remain cold. So you would drink something cold to release the cold from your body.

ABSOLUTELY NOT !! If you are hot... you better be taking a cooler liquid... Especially if there is heatstroke danger !!
If cold, and you WANT to be warmer, then warm liquid is needed.
