Exactly what galactic said. It is purely subjective.

Prime Example: John Cage's "composition" 4'22"

Pianist sits at the piano, without playing a note for 4 minutes and 22 seconds. The ambient "noise" is the composition. It is the definition of music by chance. Anything can be music...just depends on who you are.

Music is pleasing to the ear. Noise is discordant, unpleasant.
Music has structure & purpose. Noise is random & meaningless. Music uses various instruments and/or voices to create a beautiful work of art. Noise is an accident, a byproduct without beauty. Of course one could argue that some music is "merely noise" because it's too loud or they just don't like it. But technically if it has any kind of melody, it's still music! Music is only made by people, noise can be made by anything but usually machines ie white noise from the tv.

Don't listen to any of these people...the difference is music has a pattern and noise doesn't...You can have "silence" but you may have the rythmic inhaltion of an audience breathing or passers' by heels clicking and that counts as music ie (John Cage 4.59)
I know that isn't the real title but if you can find it take a little...It's just a certain allotted amount of time where there is no printed or improvised rythm or melody...it's just that amount of time is "planned sounds"

Purely subjective. Check out following composers: John Cage, Alvin Lucier, Robert Ashley, David Behrman, Lamont Young, Philip Glass, Maggi Payne, Joan LaBarbara, Meredith Monk, Laurie Anderson. One man's/woman's noise is another man's/woman't music.

Seriously though, it's a matter of personal taste. If you mean "noise" as in a poor attempt to create a musical composition, then one person's noise is another person's music.
