Contact your local council, District or Borough level.
Hackney Carriages are being phased out by the disability discrimination legislation requiring drivers to carry Disabled people in a large percentage of vehicles and only fit able bodied people able to manhandle the disabled about will be able to obtain Minicab driving licences in future as authorities move to a single Taxi/Minicab driving license. You need a cleanish license and no other serious or recent or dishonesty convictions to drive a cab, as all convictions, including drink driving, right back to the year dot are made known to the Committee if you have convictions when you apply for a license, and if you dont disclose the license is void.

Dave 313 says Hackney carriages are being fazed out this is wrong. The vehicle commonly known as the London cab (TX1, TX2 etc) is on it's way out as most licencing authorities are introducing regulations that insist cabs are wheelchair accessible. In these authorities it means to get a new plate (vehicle licence) you have to have a multi purpose vehicle. Look at the website of your local authority and you will find any information concerning Taxi licencing.
