Im about to start painting my lounge. Ive removed the wall paper and the plaster below was painted with a thick silky emultion. Unfortunatly some of this silky paint has flaked off in patches all over the room. Im going to try to sand the edges of these patches but am consious that they will still be visable under the matt emultion I am wanting to paint the room in. Does any one have any advice what to do about this? or id there is anything else I can do? Many thanks

Scrape and prep all flaking areas, then spray or roll, Dry Wall primer on the entire area, note :Dry Wall primer, not paint primer, this coat will make everything uniform again, - good luck.

I would sand off the area that you want to paint and freshly prime the entire area prior to painting. Lots of work but well worth the results. Best of Luck
Been there and done that!

sand the area's that are flaking offand then fill the places you have sanded with that jib stopping compound then prime it and paint to get a flush finish.

Have you tried spraying a paint stripper on them?

You may have to totally strip the walls.
