It is going to be frightened of you. Gradually start approaching the cage slowly. If you have its flight feathers clipped open the cage door and leave it open so it has the chance to come out on its own. If it refuses to come out put your arm in the cage do not chase it just let your bird get used to you. Keep doing this it will get used to you. If you have any mirrors in the cage remove them because birds of the parrot family bond with the birdy in the mirror instead of their owners. It is going to take patience on your part. Also you may want to find out if the bird had been hand fed and at what age it was started. I used to manage a pet store and breed birds. It should have been taken away from its parents around the age of 2 weeks old and hand fed in order for it to be accustomed to humans.

have patience... when opening the cage door, move slowly, talk softly, be deliberate in your movements to provide food and water. keep your hands in a downward position, fingers pointing down in a non-aggressive manner. do not reach for the bird, but move your hand slowly each time and get closer without touching. letting the bird know you mean no harm.

for those who are not aware... the alexandrian parrot is one of the many lovely small parrots in the parakeet family. not to be confused with the pet store budgie (budgerigar).

Be patient, when you barely get the parrot it will obviously get frightened of any human that they don't know.
Try offering the parrot along its food some sweet things. Like cereal, or yoghurt, or even crackers. Give it some food that may encourage the little one to trust you; also, talk to it sweetly, if you don't know how to whistle, then say nice things to it.
