I suppose it depends on your definition of "taking part". In an orgy situation, there may be only a handful of people with actual genital contact but several others who are involved more tangentially (kissing feet, providing physical support for awkward positions, talking dirty, etc.). Not all the participants are necessarily active at the same time but can still be included in the same act. Due to a man's refractory period and the sustained arousal of a woman, it's not uncommon for men to leave and be replaced immediately while the woman is still engaged in other sexual stimulation.

Two. You can only truly love one person, thus you make love
to that one + you = two.
However, you can have sex with a lot of people at the same time,
