What kind of special needs? If your child is at school and has a statement of special needs then yes you are entitled to financial help such as disability allowance and possibly some others.
I would suggest you get in touch with your school as they may be able to give you some advice or get in touch with your local citizens advice beaureu (can't spell that!) but if you child is statemented then yes you are definitely entitled to help.
I know of one case where a family are receiving disability allowance and they got a car to transport their child...but the child has spina bifida.....and another family have children with quite severe behavioural problems..they also get quite a bit of financial aide...

It all depends on what their special needs are. The best way to discover your rights is to either contact Citizens Advice or go the the Local Education Authority.

I work with individuals who have special needs in a private agency. All our folks are on Medicaid & Medicare. I would consider talking to your child's Doctor & ask them.

tax credit for a start then the dhss should give you more info about carers allowance and transport costs if bus travel is impossable
