I t could be that they are not locking together and the male dog is just humping the air so to speak.

Why isn't your dog fixed? Do you know how mean puppy's are put down because people like you couldn't find homes for them?Do the right thing get her fixed/

maybe she isn't fertile. maybe they aren't doing the deed at the right time....just like people, some dogs just don't have puppies.

maybe your dog don't want to have puppies..or maybe it's same gender..i think you should take it to live together with another dog..

same reason i don't have babies even though i am married and have unprotected sex.
she can be barren too.
