Aside from the effects the drugs have on your teeth...
I would say yes. They make you so stupid, you forget to brush your teeth. Not a flippant answer either. Most drug abusers don't seem to take personal hygene and care very seriously.
To be fair, a lot of non-drug users don't either though...

dunno -- snorting chemicals will because your tooth roots are close to your sinus cavity. when you wear through the flesh you hit the roots and start rotting your teeth out.
