It's called an Uvula. (the epiglottis is a membrane covering the entrance of the throat) I don't think you can get a cold sore on it, although bacterial or viral infections might cause it to swell.
Drink plenty of water and if it really hurts you should see a doctor.

Its the uvula and it can get plaque on it like gets on your teeth. It will not hurt anything except it might make your breath smell bad. You will cough it out or wash it down with food or drink soon. If it hurts, you need to go to the doctor, cause its probably an infection or strep.

That is your uvula. I have never hear of a cold sore on that part, but I am sure it is possible, If it is unresolved in a day or two, see your doctor.

The others are right, it's the uvula.
It sounds like it may have a bacterial infection. If the cause is a bacterial infection gargling iodized salt water may help (the iodine in the salt will help to cleanse the infection).
