You can do Your Graduation First from any University. For Example From IGNOU.
If you are already a Graduate, Then you may Persue the PG Courses offered by IGNOU in Liberary and Information Science.

If your aim is to get graduation in information science then you have to think again.Because if your working in government organisation or private then you need to take permission from your employers they may or may not permit you.So enquire with your superiors regarding this aspect,then you can decide how to go about it.
