Get the size 2-4.
I'd say they're a little big make that sizes 2,3,and 4 could fit into. I'm sure you'll be fine going this route.
Good luck with this!

This could be age 1 - 2 years and 3 - 4 years. The costumes I have for my kids are sized like this.xx

It depends who made the costume. The sizes do not always match the ages. Forexample..I got my daughter a costume that said 12-14 on the label but then in small letters it said it fits sizes 10-12. I would ask the seller.

Email the seller for measurement from collar to wrist, collar to inseam and inseam to ankle. I have purchased costumes that should have been baggy according to the size and they ended up riding up in the crotch. Not good for trecking around the neighborhood..... A good seller will have this info for you, or you may find the same costume on a different web site that offers up the measurements.
Good luck!

I'd get the 2-4. This way it's baggy but most certainly not too tight.
