Yom Kippur is maybe the most important holiday of our religion, so I believe that even the most non-religious Jews note it somehow.
70% of the Jewish population in Israel have fasted this year, and that is a lot, as less than 50% of it are religious.

Most as all of the Jewish holidays are not only a matter of religion, or spirit, but they also connect beautifully to the time of the year where they are celebrated, so even the most Atheist Jews "observe" them.

Pretty much every Jew, no matter how observant/non-observant, will go to the synangogue for the holiest day of the year. Yom Kippur really is that big of a deal to us.
