You have to stop dying it. I had the same thing, and finally stopped coloring my hair. I use Pantene Conditioner (shampoo can be any kind), and I let the conditioner sit on my hair for a couple of hours once a week. It's been 14 months, and my hair is now getting really healthy & growing long. Of course, I know what it's like to not like your true color. Mine has way too much gray, but I have the choice of having gray hair or no hair, so the gray hair is fine. :)

First check your lifestyle. If you have a stressful life that could be the cause of the hair falling out. Try to take a stress vitamin to decrease stress. Second try to get a really good steam bath for your hair which involves putting oils like olive and coconut oil and then sit under the dryer on low to help it remoisturize your hair and to make the roots more healthier. And get the ends clipped regularly.

The tips aren't white from being dead. Your hair is dead the instant it leaves the follicle. The tips have been repeatedly bleached and dyed again, and after a while they don't hold color and just stay white. Get a good short cut, use a good conditioner, and stay away from styling aids that contain ammonia or alcohol. It will take a while, but it will grow back in healthy again.

first dont dye your hair for a while. start taking vitamin E capsules. ( to make your hair healthy again)
go to the salon and ask to have the dead ends of your hair clipped off. Then find a really good conditioner I like the brand Herbal essence.

Take prenatal vitamins every day. They make your hair longer, thicker and stronger-- I think it's the folic acid. I started taking them during my pregnancy and I liked what they did for my hair so much that I kept taking them afterwards-- it still works for me.
Also, give your hair a break and don't dye it or perm it for awhile.

You're not going to like this answer, but leave it alone for a while. Condition the hell out of it and let it have a break. No pun intended ;)
