no it isn't-as he made the recording of the inside of his home then he owns the recording. and in effect owns copyright. but this largely depends on what he wants to use the recording for-if there is a legal reason (he intends to use it as evidence in court for example) then in the UK it would not work because unless you are a law enforcement agency or work as representatives of law enforcement (store security for example) it is forbidden to videotape or take pictures of anyone without their written permission-this is why such programs as candid camera are no longer made in the UK. also if he where taping people in the act of getting clothed-or unclothed or completely naked-then not only is the tape illegal your father could face charges of indecency as well.

legal, he is taping in his house and in a common area. Illegal in most states if he is taping in a bathroom or naked people without their knowledge.

Surveillance on his property is allowed.

The better question is: Is he allowed to surveillance the bathrooms where he can see his guests naked without telling them?

Good question!
