I don't know about the US, but I live in New Brunswick, Canada and we can get a fishing license with our license plates. The fishing license option plates have a leaping salmon and "conservation" on them. They are handy for the fisheries officers as well, as if they see a guy fishing with his truck nearby they know he has a license without bothering him. It's a good idea, I think. It would be a little complicated to do the same with hunting, because we need deer/moose tags and they are transferable.
