I let them outside to pee ...cuz when you let a pup out of the cage the first thing you do is let them pee in the grass

lol who sucked u into doin that?
Puttin em outside will only make it worse. Where's the mother? If there's no mum then u need to make those lil fluff balls feel as secure as u can or just go out n buy urself some industrial ear muffs! can u put em in a laundry or a room with a washable floor so they aren't caged? Then give em an old style clock that ticks pretty loudly n a couple of hot water bottles (not too hot) n blankets. If none of that works then try givin em some watered down, warmed milk n a lil food. But don't hold ur breath waiting for em to quieten down- or, 2nd thoughts, u could try holding ur breath, u might pass out n get some sleep at least....

If you have a sound maker with a "heartbeat", use that. Or try a wind up ticking clock wrapped in a blanket - anything that will simulate a heartbeat. Warm up some blankets in the dryer and put them in the cage. Where is their momma? 7 weeks is a bit young for them to be without her. It's going to be a very long night - I wish I had better news for ya.
*Edit - I totally missed that "outside" thing. Get them back in! They're equivalent to infant human babies - you can't just toss 'em out! And of course I assumed that they'd been fed - they need to eat about every 4 hours.

First thing you need to do is bring the puppies back inside!! I hope its not cold where you live, because sick puppies are worst than crying puppies.
Bring them in the house, get some warm blankets and place them in their bed. Where is their mother by the way?? They are a bit young. . .
Well, when got my pupply, he cryied too, the best thing for you to do is to go into the room that they are sleeping in, and lie there on the floor next to them. Sing a little, or play some soft music. Thats the only thing that comforted my pup. . . Hope that works for you, if not your in for a long long long night.
Good luck

They're probably hungry again. Is the mother nearby? It might be time for a midnight mothers milk snack. You can also dim the lights, put on soft music and keep a wind up clock or something with a loud ticking noise near their bed.The tick tick tick noise will help soothe them to sleep and the music will help relax them.

What the hell are you doing putting them outside? I doubt the person you are watching them for would be happy about that. Put them in another room with the lights out. Where is their mother? She should be with them to comfort them.
I agreed to watch someones two kittens when I was 8 months pregnant. They spent their time clawing my bed and jumping onto my legs and sliding down claws out. Hey I knew it wouldnt be easy but I agreed to do it so man up.

Is their mother with them? If so, get them into the cage with their mummy. Stroke them, tell them stories and say words in a gentle voice until they fall asleep. You can then go to sleep.

if you have a blanket or tshirt that smells like the owner or even their mother that usually works; or it could be that they have their nights and days mixed up
