Take the car to a mechanic who can look it over for you before you buy. Some places even do it for free. Better to be safe than sorry.

Its probably corrosion. There is probably brass in the rotor housing and this brass has started to corrode. Look at the brake rotors on most older cars and they have rust or corrosion too. The best way to see how it works is to test drive it. Take it out (preferably in the country or sparsly populated part of town) and try speeding it up to around 20 miles per hour and stomp on the brakes. If it makes loud noises or shudders or the car tries to pull to the right or left, the brakes are bad. Of course you need to balance the value of the rest of the car. If the rest of the car is in great shape, go ahead and get the car. You can always take the car to Midas or some other shop and have the brakes repaired or replaced later if they start to have problems. Its not that expensive to do.

It could be some type of factory protectant or something. Just take it for a test drive and run by the local Honda dealership. The guy working the service department should be able to give you the straight scoop in a minute. Probably for free too.
