Women like attention, regardless of the source. Try complimenting a few females you know and watch them open up and be more responsive to you...do this in a respectful way...
Also, act confident, be courteous, show interest in others and find places to interact with women...the mall is a low-key start...bookstores are good or even take a yoga class : )
