I want to be about to do small prjoect shirts, stickers, etc, etc, but most of all I want to be able to write on the photos. I'm looking at Microsoft® Digital Image Suite PLUS. Think this program will work, or is there something better?

That is a good program, however, I believe that whatever you can do there can be found on a free program as well. My favorite is PhotoFiltre on www.photofiltre.com .
However, writing on photos is pretty much in any photo-editor, even the Microsoft Paint program which comes with computers.

If you use MS Paint, first open the image in Paint. Click "File>Open> and then click on your image". Click on the letter "A" icon at the side.

Click on the second box so that there is no white background behind the letters.

Then, on your picture, estimate how large the space you'll be writing in will be and make the dotted line box that large.
Make sure you can see the text toolbar by right-clicking on the image and clicking "Text Toolbar". Start typing away after your adjustments, and voila!

Adobe Photoshop Elements is a good package for about a hundred dollars. Or if you want to try a free one Gimp is a good freeware one, however you have to figure that one for yourself few if any books exist for this program. Try downloading in at Download.com

Depends on how much you want to spend. GIMP is a free open source program for editing images. Also, PaintShop Pro is about $100 and is very good for home users.
