Google 'Compassion Capital Fund' and try to find the newsletter there. It's a from the Whitle House Office of Faith-Based Initiatives and they have a capacity building grantees offering subgrants to build social service capacity.

A church van used for social services would be something they could fund. We did something similar in Arizona.

I doubt you can get a federal or state grant - seperation of church and state thing.. try holding a fundraiser. :)
