Well, it depends. Did you take a sample of poop as evidence? Did you read Mr. Whiskers his Miranda rights? Make sure you allow him the opportunity to phone a lawyer. He has the right to bail although that past conviction for illegal possession of catnip could hurt him. He would probably be OK to release on a Promise to Appear. He acts all big and bad, but really he's just a big pus*y.

Buy a dog or an even bigger alley tom cat that'll tear up the felonious feline every time it tries to trespass.
If taking care of an animal is too much hassle, feed it ex-lax and throw it back over the fence where it belongs. Shoot the cat with a sling shot, bb gun, or paint ball gun if it tries to return.
If you want the problem solved once and for all, take it out of the cage and run it over with your car or smash it with a sledge hammer real flat. Don't tell PETA or they'll smash your head in with a sledge hammer.
Throw the kitty corpse in the road and make it look like it got run over accidentally.
You can make money. I sell at least 20-cats a week to veterinary schools for dissection in their anatomy classes. There aren't any in a 10-block square radius of my house. Where do you live? It might be mutually beneficial to come help solve your cat problem.
Also, you can skin and cook them too. Deep fat fry the meat. Can't tell the difference from a Chicken Nugget.

How do you "arrest" a cat? You caught the cat doing its thing in your yard. I would call Animal Control ASAP - otherwise you may find yourself facing possible charges for taking the cat. The cat and neighbor are worng for letting this conduct take place - but it would be better if you took a picture of the cat rather than taking it captive. Good Luck

Report the owners - they are responsible for the animal and it is not the cats fault the people are irresponsible. I keep my cats indoors, neutered or spayed, and give them a good indoor life. Letting a cat outside is not just a menace to your lawn but the local wildlife...enuff said.

Talk to the owners first...it's not the fault of the cat. We had the same problem before. But they moved, so all is better.
If the owners won't accept responsibility, then report them to your local animal control.
However, based on your story, I wonder if you made up most, if not all, of that. Who could possibly tie up a cat?

For thoes who did't get that his last question was who could he sue to get a fast 7 million dollars.
