Write her a letter. If she's quiet she may also be shy and appreciate the gesture. She may feel more comfortable being able to digest your proposal in private without you standing there waiting for an answer. You might feel more at ease too. Besides, letters are charmingly unique these days.

Well, if you have known and talked to her for about a week, than you should wait at the most a week. But if you have known her longer then that, go for it!! If she deosn't like the idea of being together you will move on, and meet someone who really appreciates you!! Good luck :]

Start small. You should smile at her and look into her eyes when you see her. After she notices that you are paying attention to her, strike up a conversation and see how it goes. Good luck!

talk casual/cool. don't just surprise her and say Wanna go out wiht me? No. Slowly approach her. Talk to her. Say hi or hey when you pass her. Don't be scared. Make her more excited. If you do get her to go out with you, don't make it a romantic date. Make it more fun so she can start talking more to you. Just rememver to make her laugh.
